U.S. Sen. Jerry Moran, a Kansas Republican, said during a stop at Washburn University in Topeka the withdrawal of U.S. troops from Afghanistan made clear that Congress in the future should rely on declarations of war rather than open-ended resolutions authorizing the executive branch to wage war.
